They are like Temporary Files, used once or twice and then cached, or saved, for later use. If you need to use the same files again, whatever requires them will provide them again.

You might want to check out a free crap cleaner that clears out all that and much more. It's called, of all things, Crap Cleaner and can be downloaded from http://www.ccleaner.com/ You can configure it to save cookies so that, for example, if you go to your Yahoo mail web site, it will still remember you.

Why ask why. You will lose nothing, the purpose of deleting those files is to fix your issue. If you want your issue fixed then delete the cache.
