Soooooooo, the solution to the OP's problem is simple: eliminate WGA completely and call the Police or the FBI if you think someone's stealing from you. Then press charges, take them to court. Ya know, the established procedure to positive legal action. I also think that MS should send techs, free, to all paying customer's home or office that request it, to remove WGA from affected computers.
