cannot open safe mode

When I try to enter to safe mode using F8 in XP I get the BSOD (blue screen
of death).
The message I get is: IRQL_NOT_LESS_OR_EQUAL
The technical information is: STOP: 0X0000000A (0XF8BD7354, 0X000000FF,
0X00000001, 0X804E2E41)
In the normal mode Windows XP works perfectly
My OS is dual: XP HomeSP2 and 98SE
The system is clean from virus and spyware
Any ideas why this is happening
