For XP Pro: At the Welcome Screen, with no users logged in, press CTRL-ALT-DEL twice. This will get you the old Windows style logon. Enter Administrator and any password for this account. If in doubt, leave it blank. Once logged in, change the password for the Administrator account.
You can also do this by going to Start, Run and entering NET USER ADMINISTRATOR <PASSWORD> where <PASSWORD> is the password you want to put on the built in Administrator account.
For XP Home, you can only access the built in Administrator account, via Safe Mode.

my 14yr old son seems to be able to access administrator accoounts to.
download programmes that could pose a security threat. he does not know my
password or my wifes' as they are changed on a regular basis
