I have 3 user accounts, say A, B and C, all with administrator's
privileges. I used A to delete B, and when Windows restarted, all the
settings of A had disappeared (I was even offered a tour of XP!). I used
system restore to bring it back. BUT, I still need to delete the other
accounts.
what can I do?

If the rules and policies of privilege are inherently dynamic and likely to change frequently over time, you would probably be better off keeping them out of the DBMS....
