Right click the folders and select Properties. If there is a security tab there click that and see if the users who need access are listed. If not Add them and tick the necessary box for Full, Modify etc. depending on what you want them to do in there.

This is a stand alone computer with 3 users set up as computer
administrators. im not sure how to check if the members are in any
groups and permissions??? we just installed xp and didn't set up any
groups intentionally.
