Yes, the counters disappear with the "No Paging file" setting here too. Good detective work.

Please try this experiment:
Check in the Performance Objects list and see if there is "memory" and
"processsor". If so, disable the page file in the page file window then
shut-down your computer then boot then check the Performance Objects list for
"memory" and "processor".
