I created a winxp-sp2 Home cd from a winxp home cd and an sp2 cd
it will load in a cd-rom, but it won't boot
what file am I missing?

What's wrong ? who knows, but I guarantee if you follow the
instructions in the link I gave you in my previous post it will work
correctly.
