Changes pushed from Microsoft don't help when computers aren't connected to
the Internet, which is sometimes the case for critical equipment. I need the
change immediately following the next DST exit (October). Do you know of a
way to get something like this out of MS?

Note that a recent timezone change for Australia was pushed out via Windows
Update/Microsoft Download Center. I'd expect the same for the US Time zone
change as we get closer to that date.

You can usually download the patches from Microsoft. There is a patch set
intended for use by LAN administrators that is downloadable without
running
