Why don't the Resize Pictures dialog appear while sending picture to e-mail?

from Internet Explorer or Windows Explorer in Windows XP

Okay I found the answer. Task Scheduler is dependent upon Event Log.
The Event Log task was missing. Pulled the registry entry from a
working machine and I now have task sheduling. If anyone else needs
