If you don't know what the password is when you create the account, the password
is blank, and anyone can login as that user the first time the account is
accessed.
However, you can assign a password to the account and force the user to change it
upon first login.
In neither case do you have to login as the user.

explained that you have to login as the user at least once while connected to
the network so XP can validate the account and cache the login information.
