Running XP Home.
All pop up windows come up very small. This is true of Outlook Express
and
other applications. Is there some way I can set it up so windows come up
full size or at least some larger size?

Use your mouse, drag the window to the size you want then click File and
then Close, next time it should open to the dragged size. This generally
works for OE, IE and Windows Explorer.
