azureus updated and since such norton keeps popping up asking if azureus can
be a server, I say yes and it pops up again. I downloaded a new azureus and
download said it was complete , but it was not fully downloade and install
failed. I tried to delete the incomplete download and experienced the
explorer prob. I uninstalled azureus and problem remains. I downloaded
complete azureus and installed. Both problems remain.

This really isn't enough information to get specific troubleshooting.

In the meantime, here are some general suggestions:
1. What changed between the time things worked and the time they didn't?
2. Have you done any maintenance on the machine - emptied temporary and
Temporary Internet Files? See these links for maintenance:

If your hard drive is too full, you will experience all kinds of
problems. You want at least 5GB free for paging (swap), and 10GB is
much better.
3. Make sure the computer is 100% virus/malware-free:
