I've run the necessary drive diagnostic utility from western digital.
There doesn't seem to be anything wrong with it. As I mentioned
before the Logical Disk manager doesn't have a problem formatting a
FAT32 drive. In fact after the formatting i am able to copy files into
and out of it so the drive is functioning. I only run into a problem
when I try to format a NTFS file structure. At wits ends.

Start by downloading a drive diagnostic utility from the drive
manufacturer's site and run that to test the drive.
