If I remember right, the file open save thingy is shared among all
programs. It would seem that the dll file that contains this dialog has
been damaged or deleted.
Check for physical damage of the hard drive by running chkdsk /r from
the command prompt.
The damage to the file will remain, so when that's done, run sfc
/scannow. You will need your original XP disk.
