Windows Explorer won't work in normal mode. But, it will work in Safe
Mode. However, each time I log on in Safe Mode as Administrator, a new
administrator account is created. I now have four or five administrator
accounts, .000, .001, etc.

Ran repair installation, worked with MS tech support for hours, did clean
boot, scanned for viruses, malware, etc - No viruses.

Can anyone help?

Too critical a system - proprietary software - to wipe it clean.
