Problem solved. It appears to have been yet another sour interaction between
Symantec and Microsoft.
The best resource I found on the subject (that is, the one that fixed the
problem) is here:

I have lost the ability to update via the Microsoft Update web site. The
site indicates I need to install the Windows Genuine Advantage Validation
Tool (KB892130). The update fails to install to my computer.
The problem seems to result from a failure of the Background Intelligence
Transfer Service to start. The service is set to start automatically, but
does not do so. When attempting to start the service manually, I receive
the
following dialog box.
Services
Could not start the Background Intelligence Transfer Service service
on local computer.
Error 2: The system cannot find the file specified.
The properties for BITS list the path to executable as:
C:\WINDOWS\system32\svchost.exe -k netsvcs
The file svchost.exe does exist in that location.
The dependencies are listed as:
Remote Procedure Call(RPC)
This service is running and lists BITS as a dependent service. The "Log On
As" is assigned to Network Services. Other services which depend on RPC
appear to be running correctly.
As the only user of the computer, I have administrative rights. The
operating system is Windows XP Home Edition SP2, fully (?) updated. Does
anyone have suggestions as to how I may solve this problem?
