Highlighting newly installed programs

My PC is running XP Home SP2, DSL connection. I have the 'Highlight
newly installed programs' option enabled. Actually, it was enabled by
default.

However, I have noticed that this feature is not very accurate. Many
newly installed programs are not highlighted at all. Is this common?
