Missing functionality

Problem: an application developed in dotNET stopped working after a
security patch from MS in February. Here is the attempted route to a
solution:
1. I uninstalled the security patch - did not solve the problem
2. I uninstalled Mozilla Firefox - did not solve problem but created
some new ones
Symptoms:
1. IE stopped working
The application still showed the same bug at this point.
Further work:
1. tried to reinstall IE6 - install failed as a newer version was found
2. Installed IE7, then uninstalled it.
1. IE6 started working again, but spawned windows from clicks on a page
displayed blank (they hung)
2. Ran the commands :regsvr32 mshtml.dll, regsvr32 oleaut32.dll,
regsvr32 shdocvw.dll from a command line, but within C:\documents and
settings\owner
3. Re ran the commands from within C:\Windows
IE6 started working again....but
1. Typing calc, pbrush etc into the start/run command line produces an
error, windows cannot find the specified file.
2. icons in the URL line in explorer are missing (at the start, right
before http)
After further discussions with development....
1. I deleted the contents of system32/dllcache and then rebooted and
replaced them all again (from the location I deleted them to)
is it possible for anybody to advise where to begin to attempt to
repair this?
I obviously do not want to do a total wipe and reinstall. Would windows
XP repair help?
Other than obvious comments about my sanity - anyone see anything
obvious that I am overlooking?
