You have to look at the specs for the output device and the input device.
Audio signals are just voltages. If the input of the sound card was designed
to accept an input of xx volts to xx volts, the output device "must also
fall within this range. If the input device falls well below the minimum
suggested input voltage, the volume will be extremely low.

This is why many old day stereos used a preamp to boost those low signal
levels. Today the preamp is built into a receiver.

Hi, I'm sure someone else must of experienced this problem and hopefully
someone has the solution to it.

My Line-IN volume is very low. My TV Tuner card (ATI All-In-Wonder 9000

volume is very very low. My wave volume is working fine, composite works
fine, all other audio is working fine, Except for my Line-In. I have to
turn
alll my volumes up in order to hear anything through my TV Tuner card and
it's driving me crazy. When i do that and switch back to playing a CD, DVD
or
hearing sounds on a website i have to remember to turn my volume all the
way
down. I've tried all the obvious solutions (adjusting master volume,
line-in
volume, updating drivers, re-installing tv tuner card & it's softwares)
but
nothing works. Perhaps someone have the answer. Please Help.

I'm using:
Windows XP Professional
Service Pack 2
AMD Sempron 2200+
1.5 Ghz, 256 MB of RAM
ATI All-In-Wonder 9000 Pro
on board sound card
C-Media 3D Audio Configuartion
My sound card is the onboard C-Media AC97
