Ah! ... and Oh dear! I didn't spot in your original post that you had a
scanner plugged into a USB hub, and you didn't mention that a network was
involved !
Have you tried unplugging the USB hub to which the scanner is attached, and
then checking to see if the camera USB connection works ?
Ignoring the myriad hardware problems that can occur with a USB hub for a
moment, you will of course need to keep your Canon scanner twain driver
installed so that it's available to twain compliant applications, or are you
relying on the "Scangear Toolbox" rubbish ? (I have an old N650U LIDE Canon
flatbed and I don't think much of the apps. software that came with it).
....are we overlooking some simple basics here ? e.g. have you checked,
(after plugging in your camera's USB lead), to see if an extra driver letter
has appeared e.g. on your drive tree in Windows Explorer ? if it does, then
you can manually drag / move or copy your picture files from camera memory
card into a directory (folder) on your hard disk PC.
Have you read the camera manual ? ...is what you describe supposed to
happen ? ...is the green LED an indication that the camera is connected to
the PC ? ....again - check to see if an extra drive letter has appeared.
If you really have a software problem, and are not simply erroneously
waiting for something to happen, when it already has - you could try
unplugging everything USB, then remove everything USB from the device
manager hardware tree, and then plug your USB leads back in, one by one, to
force USB re-enumeration. (...so long as that doesn't muck up your
network).
As an afterthought, I don't think you should have a twain driver installed
for the camera - it could be that which is causing the problems. (...if
you're relying on "automatic" features contained in the camera application
software, then perhaps you do need it). However you do need one (twain
driver) installed for the scanner.

The canon specific software was installed per instructions
The connection and software work just fine when I install on a notebook
also
running XP
Is there perhaps some problem with (a) conflict with the scanner or (b)
the
fact that this PC is on a network
If I uninstall the driver and all the canon software are there built in XP
drivers which will allow me to connect? Perhaps I should try that when
logged
as as main administrator and the PC is not on the network just to rule out
the motherboard point?

Did you try to install "drivers" for your camera ? ...they're often not
needed and often cause more trouble than they're worth.
Commonly, the camera / memory card is recognized by XP as a "mass storage
device" and is assigned a temporary drive letter. i.e. you could use
Windows Explorer to access that drive and work with your photos. e.g.
drag
them into a folder on your hard disk.
Some cameras can't supply enough signal to the USB port, or the USB port
can't supply enough voltage to the camera, (forgotten which!), ...e.g.
computer motherboards with VIA chipsets, I've come across in the past
where
this happens. One solution is to use pull the memory card out of the
camera
and plug it into a "card reader," and plug that into a USB port.

Having extreme difficulty getting PC to connect with Canon digital ixus

camera plugged direct to main usb port
HP scanner 5300c plugged to different usb hub
device manager says camera running canon twin drivers as well as
usbscan.sys
but shows no probs on camera device
camera and scanner wizard shows only scanner but for an instant shows a
camera connection box which then disappears
when connect camera in playback mode picture on camera screen
disappears
after c 1 sec and camera light changes to green
.
