Sames occurs in Safe mode and last good config option has not solved.
Have disks to boot into recovery console which to me looks limited dos
mode but unsure where to go from there to investigate / solve.

In situations like yours, I like to boot with something that isn't
Windows to see if the hardware misbehaves and also, if it doesn't, to
retrieve the data. I'm partial to Knoppix, but you can use a Bart's PE
or ERD Commander (very expensive but there is an emergency download).
If you can't boot with the alternative system, then most likely your
hardware is bad and you'll need to start hardware troubleshooting.
