You've managed to explain one way the ISP is able to do this. Not
what the solution to the OP's problem is and that is how to get the
speed back. I suggested the only way I know of to do this.

It sounds like Louis followed your advice and complained to his ISP. His ISP
came up with a plausible explanation and is apprantly working to fix the
problem. I was trying to give him some ammunition to use in his complaint.
