Right click where you want the shortcut (desktop or program menu), and click
New, Shortcut. In the next box, simply type "notepad.exe". I think the next
step is either an OK button, or a "Next" button. In the resulting box, it'll
ask what name to give the shortcut. Type "Notepad", or "FishSandwich" -
whatever you want to call it.
