Removable disk - "what do you want to do" dialog not appearing

Hi...

When I attach a compact flash card reader to the USB port on my PC, I am
expecting the dialog box to open that ways: "Removable Disk. Windows can
perform the same action each time you insert a disk or connect a device
with this kind of file. What would you like Windows to do?"

On one of my XP Home PCs, this dialog does not appear. In fact, nothing
happens. How do I restore the setting so that Windows will show that dialog
again?
