Recover Encrypted Files/Folders

I have had to rebuild my computer, cannot access encrypted files however
have I have the Personal Information Exchange Certificate on floppy which I
created when
setting up the encrypted files. Does anyone know to access the encrypted
files with the certificate or is there any other way?
