VB contol set (MSCOMCTL.OCX) missing

I am trying to get a Maxthon plug in to work, but it requires the VB6
control set (which includes MSCOMCTL.OCX). This is missing on both of my
computers and when I try to install it from Microsoft, it never shows up
(supposed to be in the system32 folder).
This is the download I tried....

Is there some reason it won't install on a Win XP pro SP2 system?
