Problem when selecting 'New' on the desktop or a window

Hello,

When I right-clik on the descktop and select 'New' (to create a new
folde for example), or when selecting 'File\New' on a desktop's window
a Windows Installer dialog appears briefly with the message: Preparing
to install... then dissappears and nothing happens (or so it seems). I
am trying to create a new folder and it just won't let me.
Any one have any idea what is happening and how to solve this
problem???

I've searched the web but found different problems and none of the
found solutions worked.

I will really appreciate the help you can provide.
