trouble formatting cd-rw - help !!! please ...

hi - every time i try to format a 700 mb cd-rw using roxio east cd
creator 5.3.4 sp 8 basic it take longer than usual (1 hour instead of
the usual 40 minutes) and the newly formatted disks have 115 mb of
space used and the rest free. before this problem occurred i used to
format in 40 minutes and get all 700 mb free when format was complete .
