The second link pointed me to:

Start / Control Panel / Appearance and Themes / Display / Appearance /
Effects. "Use the following method to smooth edges of screen fonts"
was checked, and under it "ClearType" was selected. Switching it to
"Standard" stopped the color fringing, but it also completely
disabled the anti-aliasing for most fonts--not what I wanted at all.

So I turned ClearType back on and tried the web version of the
ClearType Tuner at

http://www.microsoft.com/typography/cleartype/tuner/Step1.aspx

while watching the results closely with Zoomin. Unfortunately none of
the settings it offered provided the ordinary greyscale anti-aliasing
that I wanted for my screen captures.

Any other ideas?

I don't know, sorry. I have an Inspiron 6000 and don't experience the
same problem. Maybe try updating your video driver from Dell's website
(only use their driver).
