Most likely caused by incorrect registry permissions.

Open Regedit.exe and navigate to:

HKEY_CLASSES_ROOT\.jpeg

Right-click and choose Permissions

Add "Administrators" to the list, and give them "Full Control"

Repeat the same for the following branches:

HKEY_CLASSES_ROOT\.jpg
and
HKEY_CLASSES_ROOT\jpegfile

If that does not help, download "AccessEnum" from Sysinternals.
http://www.sysinternals.com/Utilities/AccessEnum.html

Generate the Permissions information for the above three registry keys. Post
the log file here.
