I get " the application failed to initialize properly (0xc0000017) when trying to open Task Manager

After running for 2-4 days, my P4 XP Home SP1 machine stops
responding. Programs that were running stop. If I try to bring up
Task Manager, I get the error: " the application failed To initialize
properly. (0xc0000017). I can't open any new programs. If I try to
restart, I'm missing that option. Instead, I can only logoff or shut
down.

I'm been searching for an answer for this problem on the web and the
only solutions don't apply, ie.,, I have no malware/adware, no virii,
no Advantail? program installed, etc,.

I have one gig of ram.
