My PC won't go into Suspend (sleep) mode

My PC cannot go into sleep or suspend mode -- it goes into hibernate
instead. I once got an error message after an unsuccessful attempt to
restart from suspend mode. It said something about preventing Windows from
furthur attempts to go into suspend mode and I said OK. Since then I've
upgraded to XP and used a program to test PC's ability to go into sleep mode
and it goes in
and out fine using that program

How can I restore the PC's ability to go into suspend mode?
