In order to see "CD Writing Tasks", you have to enable "Show
Common Tasks in Folders" on the General tab of Folder Options.
On the toolbar at the top of the window, click on Tools and
select Folder Options to check on this.
If you don't want to enable Common Tasks right click the icon
for your CD drive in My Computer. If there are files on the
CD-RW, you should see an option on the menu to "Erase this
CD-RW".
Keep in mind that the CD writing software included with Windows
XP is very limited. Most users rely on a third party program to
handle CD writing.
Good luck
