Slow Startup and Shutdown

I don't know if it is the result of a software installation or what as I
have been rebuilding my hard drive.

Somewhere my PC went from shutting down almost instantly (5-10 seconds) to
nearly 30 and starting up in 20-30 seconds to over a minute. The oddest
part is a completely black screen for almost 20 seconds after the WindowsXP
flash screen and the Welcome to Windows screen.

What could possibly be going on in that dark territory for so long?

Thanks
