Yes, and that type of security will be one of Windows Vista's most significant improvements over earlier versions of Windows. Even those people who do decide to use and administrative account for daily use are forced to run with lower privileges; the OS will ask for permission before performing any task (or executing any program or command) that requires elevated privileges.
