It probably is. Microsoft has other things to worry about, like 10 critical
Updates a month. :-D

I don't believe that I right clicked the Start Menu during that time (can't
be 100% sure) and I never use Show Desktop. Must be the 100 other tasks.

I don't. At least this part of it %allusersprofile%\Start Menu on the
Classic Start Menu. The part above Programs, Settings, Search, Help and
Support and Run, whatever it's called. I have eight shortcuts and two
folder shortcuts there.

I would just like to get rid of the balloon tips completely. But I can't.
All I could do was change the back ground color to white, the text to blue
and change the duration.

Right click Desktop | Properties | Appearances tab |
Advanced button | Item: Tooltip |
Color 1: is the back ground color
Color: is the font color

1 = 1 second
3 = 3 seconds

It's fine with me that they are hidden behind the Taskbar.
