Hi,
Right click the start button, choose Explore. This will open to the start
menu under your user profile. You need to expand to this folder:
C:\Documents and Settings\<user>\Start Menu\Programs
Then locate the icon and move it to this folder:
C:\Documents and Settings\All Users\Start Menu\Programs
Same thing applies to desktop icons, just go from:
C:\Documents and Settings\<user>\Desktop
To:
C:\Documents and Settings\All Users\Desktop
