Right-click "My Computer", "Manage", double-click "Disk Management"
At the top of the window are the drives that are mounted.
Right-click your storage device, and select "Change Drive Letter and Paths"

This works on WinXP Pro, and WinXP MCE; with both a flash drive, and a USB drive.
I just tried it on both those systems and external drives.
