This is Sun's Java automatic update utility. Visit:- http://java.sun.com/ to get the latest update.
Otherwise:-
Go to control panel and click on the java module. The go to the updates tab and uncheck "check for updates automatically".
or, you may disable it through the msconfig tool. http://support.microsoft.com/default.aspx?scid=kb;en-us;310560
Start>Run>msconfig>ok
Click the Startup tab and disable from there.Restart.
