Start Menu - 'All Programs' is empty or nothing happens when you click the menu:

hello all and a happy new year!

can anyone please tell me what file is responsible for holding the
information displayed on the start menu (specifically the part right
above the "all programs"). for some odd reason that part has been
corrupted and it is totally blank and the last six programs launched
fail to display. i have tried all the settings but no change.

i have created a new account and for the new user everything is ok, so
i think the problem is restricted to my user account. is there a file i
can delete that would bring all personal user windows setings to
default, including start menu?
