You might have a "Crossover" or "Patch" cable plugged in instead of a
regular network cable.
Possible bad cable??? Even though the lights are on on the router and
network card, it is possible that the lights can be on, and the cabling
still be bad. Try a different network cable.
Does the network connection show connected to local area connection
100mb/s?
(I keep mine in the systray by default)
On another note, if you lost the paper with the CD key??? on it you can
use magical jellybean to recover your installed key.

I find it hard to believe that windows xp came out of the box with
corrupted winsock.
First I would suggest trying to ping 192.168.1.1 and 192.168.1.254 ...
It is also possible that your modem/router (I assume you have ONE
device that is performing routing and connectivity) may be allowing
passthrough ip connection, which it will not pick up an ip address from
your ISP, and your computer will not connect or ping anything.
I'd begin with trying a different cable and network card. Also make
sure.. if possible.. that the "bad" onboard nic is disabled in the
bios.
