API & cards.dll

Tech-Archive recommends: Speed Up your PC by fixing your registry

I have a file named "cards.dll" in my C:\Windows\System32 subdirectory and I
am trying to learn to program games with Playing Cards. How do I find the
"declare statement" and the functions that are in this library? Thanks in
