Recent docs: opened docs, but not new/downloaded docs

I'm running XP Pro with SP2 and all the latest MS/IE updates. I use
the Classic Start Menu, and like having my Recent documents available,
but I wish it only showed the files/documents I actually opened, not
new files that are created by downloading something from the internet.

In the old version of TweakUI, it seems like there was an option to not
add "new documents" to the Start Menu, but the XP version of TweakUI
doesn't seem to make a distinction. Am I missing something? Is there
another way to do this?

Alternatively, is there a way to filter the Recent docs display to only
show certain file types?
