Start>Run>Services.msc>Ok
Now scroll down to IPSEC Service,double click on that and make sure that it's startup is set to 'Automatic'.

The path to the executable (C:\WINDOWS\system32\lsass.exe) is valid and the .exe file is present. The service description reads "Manages IP security policy and starts the ISAKMP/Oakley (IKE) and the IP security driver." Under the "log on" tab I find the box checked to show "Log on as: Local System account". This error shows that it started on Nov 5 and also has instances (on that and susequent dates) showing:
