Cleanmgr.exe not reporting files to delete

Hi there folks!
When selecting the option to clean "Temporary files" in Disk Cleanup
(Cleanmgr.exe), Disk Cleanup does not properly report the number of bytes
that should be available to clear. It says that there are 0KB of temporary
files to delete when in fact there are several hundred files and several MB
of files in the C:\windows\temp folder and the C:\Documents and
Settings\Nikki\Local Settings\Temp folders. When I run Disk Cleanup nothing
happens to any temporary files even files that have been residing in these
folders for several years. Why is this so and how could Disk Cleanup be
fixed?
