Computer is running EXTREMELY slowly



My wife's 2.4 Ghz Celeron XP Home computer is running EXTREMELY slowly..
both on and offline.
I have tried EVERYTHING I can think of and nothing works including :

defragging
-removing all temp files
-cleanup on all disks
-msconfig..to close unneccesary programs from startup
-changing virtual memory
-disabling zone alarm

NOthing can speed it up. The local tech from the store where the computer
was purchased had a quick cursory look in Safe mode and thought it was
probably software related.
The C drive is only 9.7G of which 4G is free...? could that be it?? The
other drive is 27G. Repartition for more room on C??.....
Anyway I am dumbfounded!!
Can anyone help?
