Increase Fade Time on Context menu, start menu, etc.

Hello,
How can I INCREASE the fade effect time for the context menu and all
programs?
Can I put a fade effect on the start menu?
Now, I know a lot of you are wondering why I'd ask such a thing. All
you tweakers out there always want fast fast fast. Well, I don't. I
want smooth smooth smooth. I think my system can handle it, and I can
sure take the extra second so that it's visual pleasing.
My goal is to have everything fade in and out.
Any help would be appreciated. I can take registry tweaks, etc. Lay
it on me.
