Cannot Paste text in any application. Stays greyed out

I used my son's PC today and noticed a few problems.

Copy/Paste does not work either by mouse or control key. Having copied or
cut then paste remains greyed out.

There are a couple of other weird issues with it that he had not told me
about.
If you start a new program it will come up behind any other apps that are
running.
It will not accept cookies in IE even when set to accept all. This appears
linked to his profile as I created a new used and it was OK. Tried cleaning
up temp internet, setting defaults etc.

I wish he had told me sooner. I've ended up trying system restore as far
back as possible but no luck.
Shame to nuke it just because of a few minor issues.
