"Send to" (right clickj selection) not working

When I select a file, right click on it, and choose Send To...Mail
Recipient, nothing happens.

Now, when I choose Send To...Desktop (create shortcut), it works normally.
I haven't tried the other things. .EML files are associated with my mail
handler, Outlook Express.

What else is probably wrong?
